ToggleCanada Just Removed the Daily Cap on Online Passport Renewals — Here’s Who Qualifies and How to Apply
The 2,000-a-day application limit is gone. Every eligible adult Canadian applying from inside the country can now start an online passport renewal whenever it suits them, not whenever the system happens to have room.

For years, the online passport renewal system existed but only in name for most Canadians. A daily cap of 2,000 applications meant thousands of eligible people logged in, found no slots left, and gave up. That changed on July 28, 2026.
Immigration Minister Lena Diab stood in Vancouver and confirmed what a lot of frustrated applicants have been waiting to hear: the cap is gone. Every eligible adult Canadian applying from inside the country can now start an online renewal whenever it suits them, not whenever the system happens to have room.
This isn’t a new service. It’s the removal of the bottleneck that made the existing service feel broken.
Why This Change Happened Now
The numbers explain the timing. IRCC expects roughly 4.6 million passport applications in 2026, up from 3.8 million the year before. About 2 million of those applicants are eligible for online renewal, and until this week, most of them were competing for a fixed number of daily openings.
Parliamentary Secretary Annie Koutrakis pointed out that removing the cap targets exactly that group, sparing them the in-person lineups Service Canada locations have struggled with for years.
When asked whether the portal can actually handle the extra volume, Diab said the system has been tested with expected demand in mind. Whether that holds up once the full 2 million eligible applicants start using it without restriction is the one open question nobody can answer yet, including IRCC.
One thing officials were clear on: this change doesn’t come with a new fee increase. Passport fees did go up in March 2026, the first hike since 2013, but that was a separate decision and Diab confirmed there’s no additional cost tied to this expansion.
Am I Eligible to Renew Online? Full Checklist
This is where most coverage of this announcement stops short. IRCC’s own eligibility page lays out the requirements in detail, and it’s worth checking every one before you create an account.

You qualify for online renewal if all of the following are true:
- You’re renewing your own passport, not applying on behalf of someone else
- Your home and mailing address are in Canada
- You were 16 or older when you got your current passport
- Your current passport is a regular blue passport, valid for 5 or 10 years, shows your place of birth, and was issued within the last 15 years
- Your passport expires within the next 6 months, or has already expired
- You won’t need your passport for travel in the next 20 business days plus mailing time
- Your name, date of birth, place of birth and gender identifier will stay the same on the new passport
- You have a digital passport photo ready
- Your current passport has no “observations” (special notes for things like a name too long to print in full)
- Your passport hasn’t been seized, surrendered, or reported lost or stolen and later found without being returned
Miss even one of these and the online option isn’t available to you. You’d need to apply in person or by mail instead.
A Note for Anyone Mid-Immigration Journey
If you recently became a Canadian citizen, or your name changed through marriage or a legal process while your permanent residence application was still being processed, double check that your passport details match your current legal name exactly. Mismatches here are one of the most common reasons online applications get bounced back to in-person processing.
If you’re currently outside Canada, online renewal isn’t an option regardless of your other eligibility. You’ll need to renew by mail or through a Government of Canada office abroad.

How to Apply: The Actual Steps
Once you’ve confirmed eligibility, the process itself is fairly linear.
Set up your account
You’ll need a GCKey username and password, or you can sign in through a participating bank as a Sign-In Partner. Two-factor authentication is required, so have a phone or authenticator app ready before you start.
Get your digital photo
Online renewal requires a digital photo file from a commercial photographer, not a phone selfie and not the printed photo you’d bring to a Service Canada counter. Check the current digital photo specifications before booking with a photographer so you’re not turned away for the wrong file format.
Submit your application
Complete the form online, upload your photo and supporting documents, and pay through the portal. You can submit copies of supporting documents here rather than mailing originals.
Track it in real time
Online applications come with status updates you can check as your renewal moves through processing, which is the one advantage in-person and mail applicants don’t get.
Online renewals follow the same 20-business-day standard as simplified in-person renewals. If you need your passport faster than that, in-person express or urgent service at a Service Canada Centre is still your only option.
Online vs. In-Person vs. Mail
If your travel plans are flexible, online is now the faster and simpler route for anyone who qualifies. If you need a passport in 10 business days or less, you’ll have to book in-person express service directly. If your situation doesn’t meet the online eligibility list, mail-in renewal remains available and unaffected by this change.
| Method | Best For | Standard Timeline |
|---|---|---|
| Online | Eligible applicants with flexible travel plans | 20 business days |
| In-person (express/urgent) | Anyone needing a passport quickly | 10 business days or less |
| Mail-in | Applicants who don’t meet online eligibility | 20 business days |
What About the 30-Day Guarantee?
IRCC’s existing service guarantee still applies here. If your complete application takes longer than 30 business days to process, the government waives the fee. That guarantee isn’t new to this announcement, but it’s worth knowing it covers online applications too, not just in-person ones.
Common Snags to Watch For
A few issues come up repeatedly with GCKey accounts specifically. If your username and password haven’t been used in over two years, they may be revoked and can’t be recovered, only reset from scratch. If you’re getting a page error when signing in, it’s often a browser issue rather than an account problem, so try updating to a current version of Chrome, Firefox, Edge or Safari before contacting support.

The service itself hasn’t changed. What changed is access to it. If you were eligible for online renewal before but kept missing the daily window, that obstacle is gone as of this week. Run through the eligibility checklist above, get your documents and photo ready, and you can start your application the moment it’s convenient rather than waiting for a slot to open.
For anyone tracking their Canadian immigration timeline more broadly, whether that’s Express Entry, a Provincial Nominee stream, or the path toward citizenship, keeping your travel documents current matters more than it might seem. A passport renewal delay can complicate travel plans, biometrics appointments, and in some cases document verification during PR processing. It’s a small administrative task with real timing consequences if you leave it too late.
