According to the Canada’s 2025-2027 immigration levels plan, the PNP invitations has significantly been reduced from 120,000 in 2025 to 55,000, compared to an expected 110,000 in 2024. This indicates a major decrease in ITAs issued in 2025 although the frequency of CRS draws will remain the same.
Provinces have recently given the choice to regain the number of invitations on the condition that they will accept more refugee. For now, Newfoundland and Labrador are the provinces which has taken the advantage of it, but other provinces are also expected to be in communication with the federal government to regain the reduced spots of PNP.
Canadian Experience Class Draws:
According to IRCC 2025-2027 immigration level plan, it is well understood that IRCC is prioritizing in-Canada applicants which show that more Canadian Experience Class(CEC) draws may occur in the last quarter of 2025. The CEC draw were also consistent at the last quarter of 2024 (excluding December) although the number of invitations issued were small. We may see an increase in the number of invitations in CEC draws in the late 2025 while the frequency of draws may remain the same.
Category-Based Draws:
As per 2025-2027 immigration levels plan, over 40,000 invitations are specified for Category-based draws. Therefore, we expect to see one or two category-based draws each month focusing on Healthcare, Trade and French language proficiency.
